All eyes were on the 1 200-strong Baje Internationale band as expectation was high that Rihanna would be jumping with the band.

Photographers poised, with cameras wrapped in plastic to protect their equipment from the rain, waited for her to make the crossing at the judges’ station outside the National Stadium. She never did.

However, she connected with one of the band’s music trucks a few hundred metres just off her alma mater Combermere.

From there on, Rihanna captivated the spectators with her dance routines, flag-waving and throwing of kisses at her fans, much to their delight.

She did some of the latest dance crazes, the “6:30” and all.

Soon after the truck passed the Bank Hall traffic lights, Rihanna got off for a few minutes to wine and jam among the people.

And while many shouted and greeted the 23-year-old who is set to perform at her first local concert at Kensington Oval on Friday, she was not mobbed. Most used the opportunity to pull out digital cameras and cellphones to snap a shot or two . . . and then they moved on.

Wealthy Britons prepare to flee

More than half of the UK's millionaires have fled or are thinking of fleeing the country's economic "storm clouds", according to a new study.

Taxation, perceived better living standards abroad and the weather mean that only 44% are certain of remaining here.

But the survey of more than 500 UK-based millionaires, carried out for investment firm Skandia, found that only 2% were thinking of moving to a tax haven such as Switzerland or the Cayman Islands.

Preferred destinations were France, the USA, Spain and Australia.

Jo Rimmer of Skandia said: "Our survey seems to indicate that the UK's wealthiest really are saving for a rainy day and will seriously consider moving to sunnier climes if storm clouds gather in either economic or meteorological terms."

The research also found working hard and investing wisely is a surer way to become a millionaire than being born into money.

More than two thirds of the high-net-worth individuals surveyed made their fortunes from employment income, investments or as the result of selling their business venture.

Only 14% of those surveyed saying their wealth comes solely from inheritance income.

Caribbean Leaders Urged To “Compete For Wallet Share” At Inaugural Invest Caribbean Forum

That’s the advice from W. Dave Dowrich, vice president of investment at Goldman Sachs and the keynote speaker at the inaugural Invest Caribbean Power Forum, convened by digital media solutions company, Hard Beat Communications and the Caribbean Tourism Organization in New York City on Thursday, June 9, 2011.

Dowrich, addressing a packed room at the New York Marriot Marquis Hotel in Times Square, insisted that the Caribbean’s investment “product” stacks up against most other regions of the world, including the BRICS (Brazil, Russia, India and China) on several fronts, such as political stability, accessibility and ease of doing business.

But “where we fall down is in selling and telling our investment story, i.e. the ‘Promotion – P’ of the principles of marketing,” he said of the CARICOM region, whose combined Gross Domestic Product is put at US$90 billion.

Comparing the Caribbean to private companies going public and the need to ensure that their story continues being told to their existing and future investor base, Dowrich said the Caribbean and its leaders must see investment in a similar vein.

“We therefore need to be sure that at every opportunity, our story is told on a consistent basis and told by credible and trust worthy folks such as our senior ministers, and then reinforced by our teams on the ground, who can ‘talk the talk’ of those that need to hear it,” he said.

Dowrich was one of four speakers who addressed the event yesterday. Others included Minister of Business Development & Tourism of Bermuda, Patrice Kimberly Minors; Martin Mohabeer, the Guyana-born Managing Director of Spackman Group and CEO of Spackman Capital and David Brillembourg, CEO of the Brilla Group.

Minors for her part insisted that Bermuda remains open to doing business while Brillembourg advised that attention be turned to Latin American pension funds as potential investors in the Caribbean region.

Mohabeer announced the SEAF Caribbean Growth Fund, insisting that the Caribbean small business market is “tremendously underserved.”

“With this fund we hope to change that,” said Mohabeer, while adding that the fund will make investments in small to middle enterprise firms specializing in IT, media and technology and construction among other sectors.

KINGSTON — Tourism Minister, Hon. Edmund Bartlett, says the sector has the capacity to transform small towns and villages into bustling economic centres, through investment.

In his presentation at the Caribbean Canadian Emerging Leaders Dialogue (CCELD) on June 6, at the Bank of Nova Scotia (BNS) Arcadia training centre in St. Andrew, Minister. Bartlett cited the towns of Falmouth, Trelawny and Negril, Westmoreland, and the city of Montego Bay, St. James, as examples of the level of transformation and development, which can occur.

He noted that within two years, Falmouth, with investments amounting to less than $300 million, had evolved from a “sleepy little town” into one that is “alive, active and…threatening to become a major centre of commerce and economic activity in the country."

Negril, he said, once a “sleepy little fisherman’s village” is now a “key destination within destination Jamaica”, with a brand, which he described as “powerful”.

As for Montego Bay, Mr. Bartlett said the resort city, once known for trade in lard, and then fishing, is the capital of tourism in the Caribbean. He said the city earns for Jamaica, 35 per cent of all the revenues from tourism, which is close to $1 billion, providing jobs and creating an airport facility that employs 4,000 people.

“Tourism creates new things, new experiences, new areas of activities, because it responds to the demand for experiences that people want, passions of people, as I call it. And with that, you (can) begin to develop, and…invest, in response to that demand,” he said.

Minister Bartlett noted that within the last decade, most advanced nations, have embraced tourism as a critical means of strengthening and, transforming their economies.

Additionally, some of the emerging economies, such as Mexico, have also embraced tourism, notwithstanding the fact that it has oil and other minerals and is rich in agriculture, he said.

Mr. Bartlett further pointed to potential for the development of sports, health and wellness, and entertainment tourism. “I have said it over and over to some of the guys in the (local) entertainment sector, ‘why is it that we are not able to invest sufficiently in producing world class Reggae entertainment in Jamaica, 24/7, because the visitors want to (come for) Reggae,” he stated.

He also underscored the importance of establishing linkages, which he said would generate jobs and economic activity. He contended that countries that have reaped significant gains from tourism, in terms of value and price, have been the ones supplying on the sector’s demand.

“And so, for example, Mexico, which is our neighbour and competitor, is able to provide the food that the industry needs, through its agriculture, and has been able to provide much of the manufacturing needs that the industry needs. As a result of that, it has been able to benefit from efficiencies that enable their price points to be far more attractive today than most other destinations around,” the Minister stated.

Panama Canal expansion a ‘game changer'

As Costa Rica squabbles over an almost $1 billion project to expand its Caribbean port of Moín, the country is not just jittery about the plans for its east coast. Costa Rica also is keeping one eye south of the border, on Panama.

Costa Rica is not alone. Major port revamps from Moín to Miami are under way with that small but mighty isthmus country in mind.

When the Panama Canal was built almost 100 years ago, it revolutionized travel and trade. Now expansion of the canal, set to be unveiled in 2014, is a new driving force for ports across the hemisphere that see the need to gear up for the future it promises: an all-water route for oversize ships transiting from Asia to the Atlantic.

Before the 1960s, virtually every commercial ship on the seas could fit through the Panama Canal’s locks, which measure 1,000 feet by 110 feet (305 meters by 33.5 meters) (TT, March 11, 2010). But the size of ships has been swelling over the years. Today the canal is too narrow and shallow for vessels deemed “post-Panamax,” which are larger than the “Panamax” limit set by the canal’s current dimensions. The canal’s size causes it to miss out on as much as 15 percent of seaborne shipping, according to the U.S. National Maritime Domain Awareness Coordination Office.

Squeezed by rising fuel prices, shipping-line companies are quickly moving to supersize their fleets to protect their profit margins. Bigger boats can save money by way of fewer journeys and greater economies of scale. The Panama Canal Authority saw expanding as a critical move to accommodate the new fleets, according to Rodolfo Sabonge, the authority’s vice president of market research and analysis.

To the tune of $5.25 billion, the Panama Canal will have larger locks and deeper and wider channels to make way for the post-Panamax world of shipping. Sabonge said the expansion will nearly triple per-ship cargo capacity from the current 4,400 20-foot container limit to 12,600 containers.

Other ports in the Americas lack the capacity to handle vessels loaded with that many boxes, so the race is on to deepen and widen harbors and upgrade port equipment in time for Panama’s much hyped canal opening.

New Locks: Panama’s $5.25 billion canal expansion project, to be ready in 2014, has prompted a flurry of projects throughout the region, including terminal improvements at 13 of the U.S.’ leading ports, as well as expansion plans at Costa Rica’s Moín Port on the Caribbean coast.

The United States’ leading 13 ports have slated $8.57 billion for terminal improvements and channel deepening projects in the next five years, according to a report by real estate consulting firm Jones Lang LaSalle. The country’s new infrastructure kick is largely motivated by the Panama Canal project, an absolute “game changer,” said the report’s author, John Carver.

“The Panama Canal … is stimulating a great deal of infrastructure investment and attention into the port systems, particularly along the East Coast of the U.S., the mid-Atlantic coast and certain areas of the Gulf Coast as well,” Carver said.

He added that on the U.S. West Coast, which has long held a market advantage for handling ships from Asia, the expansion is forcing ports there “to really step up their game to remain competitive.”

The American Association of Port Authorities (AAPA) has been observing these trends closely. While some experts argue the canal expansion is win-win for all, port officials are wary that some docks are positioned to become bigger winners.

“The bigger ships will make fewer stops to be efficient,” said Rafael Díaz-Balart, AAPA’s coordinator for Latin America. “That means on the one hand there’s going to be a lot more transshipment than there is right now, and ultimately there are certain ports that will benefit from those ships visiting the ports, but they won’t be that many ports.”

Which ports will benefit most? “That is the question everybody has and nobody has answered,” Díaz-Balart said.

These issues are sure to come up at the AAPA’s 20th Latin America Congress of Ports in Lima, Peru from June 22 to 24, the association’s Latin America coordinator added.

The United Nation’s top Latin America infrastructure authority expects winners in this region as well.

“The expansion, by allowing larger ships to pass, will also give an advantage to other countries in the Americas that are also going to see greater possibility of connection through Panama,” said Ricardo Sánchez, infrastructure chief at the Economic Commission for Latin America and the Caribbean, or ECLAC.

Sánchez said the biggest Latin American beneficiaries outside Panama will be Peru, Chile and Ecuador.

Costa Rica, which expects its yearly container traffic to more than double in the next 35 years, is planning its own maritime overhaul. The publicly run port of Moín struggles with a maximum haul of 2,500 containers and relies on the ships’ own cranes to move them. In March, the government awarded a $992 million contract to

Dutch firm APM Terminals to expand and modernize the port’s outdated facilities. The new Moín Port would have state-of-the-art loading equipment to handle vessels lugging as many as 8,500 containers, said Paul Gallie, APM Terminals’ director of business development for the Americas.

Because of increased costs, the privatization and revamp of Moín is still a hard sell to domestic exporters such as banana businesses, which are challenging the concession in court. Many dockworkers also object to privatizing the ports.

ECLAC’s Sánchez said the plans laid out for Moín are “very interesting and ambitious.”

However, he urges the region overall to cool down. The expansion is clearly a game-changer for the U.S. East Coast but it does not guarantee that the rising tide will lift all boats at Latin America’s nearly 400 ports.

Rattling off the list of expansions at the Dominican Republic’s Causedo, Jamaica’s Kingston, Trinidad’s Point Lisas, Guadeloupe, Martinique and others, Sánchez begins to worry.

“It makes us a little concerned that maybe it’s too much,” he said. “I don’t think there will be so much impact for so many ports.”

Sabonge, the Panama Canal Authority vice president, said that infrastructure improvements must be well supported by demand.

“The first thing that we tell everybody is, ‘Don’t build fields of dreams,’ because fields of dreams tend to go with the theory of build it and they will come,” Sabonge said.

Latest figures from the Statistical Division of Ministry of Tourism show a jump of 13.74 percent from January to March, when compared with the same period last year. January and February yielded the highest increase showing that Antigua and Barbuda remains a sought after destination for winter sun, families and wedding and honeymoons, a statement from the UK Tourism office said.

“We have confidence in the strategy of the government because we are also putting our risk and reputation on the line. We are setting a path of confidence and strong economic growth,” said Schipke in an opening statement at a joint Ministry of Finance-International Monetary Fund Press Conference at the conclusion of a two and a half -week mission to St Kitts and Nevis.

“A key element of the government’s programme is to further strengthen the social safety net and making it more efficient to protect the most vulnerable in the society,” said the IMF official.

He said ever since the global economic and financial crisis hit St Kitts and Nevis as well as the entire Eastern Caribbean Currency Union (ECCU), “we have worked very closely with the government as their partner and we hope as their trusted advisor.”

“I would say that this does not only reflect what some call ‘the New IMF’ but a commitment to assist the authorities in implementing their economic programme.

“Over the past two-and-a-half weeks we have analyzed economic and financial sector developments and the outlook for St Kitts and Nevis and discussed with the government their comprehensive economic program. As you know, the government started to implement important fiscal reforms since the end of last year and they are yielding already significant positive results, in particular the VAT,” said Schipke.

He said there are still financing gaps despite all the fiscal efforts and the debt would remain unsustainable.

“As you know, at 200 percent of GDP (or EC$3 billion), St Kitts and Nevis has one of the highest debt levels in the world. Currently interest payments amount to 20 percent of revenue and the high debt levels undermine the country’s growth potential, make the it more vulnerable, and constrain the government in responding to exogenous shocks,” said Schipke.
